I'll respond to question number 1. Most organizations already have access to the knowledge in the heads of their employees. It is just that most organizations do not know what to do with it, except to store, store, and store..ad nauseam.
Only when an organization has clarified and initiated its strategic architecture, could they start making sense of the value of the knowledge in their employees' heads. Maybe then, once the critical knowledge is identified to support the achievement of strategic objectives, could the codification or capturing of specific types of knowledge begin to make sense.
Yes, there are perhaps ways and means to do this, but it would be IT and capital intensive, in a Wetern-type of organization. The main reasons for considering this option is to safeguard the future of the organization against the loss of particular types of knowledge, or to establish a rapid-learning culture in an organization.
