You interpreted my post quite well. And overall, I agree with your assessment of the issues. I do think, though, that as we truly start to understand and standardize the metrics regarding inputs and outputs, we will be able to develop a predictive model for the whole knowledge environment (albeit a complex one).
As far as standards, as I stated elsewhere, if we want to develop a predictive model of this complex system called a "knowledge environment", then we need far more inputs than we have now. That means standardizing metrics and the means of gathering them so that we can consolidate research from around the world. That's why I believe that standards should not stop at software.
I'd like to continue the dialog on your 7 questions at the end, there. I'll respond later today on that.
