What I meant was that why-who-what-how are the 4 questions that people should ask when going into KM.

I always suggest that people go with the why-who-what-how model.

1. Strategy mapping to identify key performance indicators. (Why)

2. Identification of relationship between delivery communities and high priority key performance indicators. (Who)

3. Information requirements of high priority teams & communities. (What)

4. Architecture of KM technologies & processes for high priority teams & communities. (How)

KM is a fine and interesting theoretical concept, and it is all too easy to focus in an organisation where you can make most difference with KM. However, you need to focus on where you can make a difference that matters - hence you have to start with corporate strategy (why). We use a balanced scorecard approach to develop why, followed by analysis of the resulting objectives to identify who the key communities are. After that traditional KM approaches will look at the what and the how.
