Hello Bruce,
I don't think any CEO would let a potential loose canon into the boardroom never mind wonder round the corporation upsetting the productivity and community.
Can you imagine what the typical board reaction would be to the hiring of a top level exec. with an independent and roving CKO brief who in addition was unaccountable for anything? there would be board room politics, mayhem and revolution on the grand scale.
So make the CIO position include the roles and responsibilities of the CKO, let them do the strategy pull / technology push stuff, let them come up with great new ideas for input into the vision thing and the strategy thing, and let them sit at the right hand of God or at least by the side of the CFOs good ear.
Sure, the role of CIO has evolved, but that's life.
