Hi Michael
I've talked to people involved in KM in public sector (national and local govt., and local govt. support). Two things strike me - that in the UK the public sector is constantly undergoing a process of change(or pressure to change), and secondly, that there's never a right time to introduce any new intitiative.
So, my advice to a practicioner would be that if you wait you'll go on waiting.. A KM initiative in the long run should make work more effective, but sometimes you'll have to tread on toes to get there.
