I do agree with you Michael in your comments to the obstacles Adi encounters (and if I may say - very big and serious obstacles!)

But in connection to the rewarding and recognition strategy, I just want to make following remarks:

You will not necessarily increase the motivation to share by changing the rewarding and recognition system in the company. It might help, but in many cases the rewarding and recognition factor is not close enough linked to the action (knowledge sharing). The best way is to integrate and get the support from the line-manager and have him as the inmediate support to knowledge sharing efforts/or lack of it from the employees - as a direct and inmediate reaction to the behaviour. This then can be and should be included in a three month recognition plan - and of course in the rewarding strategy.
